What can Baltimore do to change lives with $641 million? That’s what Council President Nick Mosby is asking as the city prepares to receive this exceptional investment from the federal government.
His main concern — outside of robust community engagement and a public accounting of the data and expenditures — is using the Council’s oversight to make sure this money from the American Rescue Plan is invested rather than simply being spent.
